Profile Summary

Moustafa Mohamed Mourad is a senior environmental policy and energy & transport consultant with more than 32 years of experience in environmental protection and regulatory development. He previously served as Undersecretary and Head of the Environment Quality Sector at the Egyptian Environmental Affairs Agency (EEAA), where he led national environmental monitoring and compliance efforts.

His expertise spans air quality management, emission inventory systems, environmental regulations development, environmental data management and analysis, and environmental impact assessment. He played a leading role in designing and managing national environmental monitoring networks, strengthening institutional frameworks for pollution control and regulatory enforcement.

Throughout his career, Moustafa has led and coordinated major national and international projects funded by the Egyptian government, the World Bank, JICA, and USAID, contributing to large-scale environmental governance reforms and capacity-building initiatives.

He combines strong technical knowledge in environmental systems and emissions control with deep experience in regulatory development, institutional strengthening, and data-driven environmental decision-making, particularly in the fields of energy and sustainable transport.
